Received this as a present. Looking for help in terms of translating the markings and filings. Also the latch part (sorry lack of proper terminology) that clicks into the sheath does not properly pop in to place. The sheath seems cracked and there is no tension being the latch/lever. I can provide more pictures of the sword if it helps or if interested. Please help and thanks in advance.

That arsenal stamp means it is non-traditionally made, WW2.

The latch may have lost tension because the spring behind it is broken (common) or just because the scabbard is broken. Might be mismatched...I have seen many latches not work, as parts were cobbled together and these latches were handmade and most seem to differ. You would need to strip the parts and see what is not working and why, then try and get someone to repair it. Not too hard.
