Looks almost like a plug bayonet, but perhaps made with the broken portion of a blade. That "mei" is almost certainly dremel-cut though.

Maybe someone's home project to recycle some steel.

have you ever seen a DREMEL tool? It is a small rotational tool like a tiny grinder or a dentist's drill.

These KANJI are clearly cut with a sharp chisel, not beautifully I have to admit.

I've seen a couple of these before in random online stores, one was listed as a throwing knife blade and the other was listed as a paper craft knife. As to which (if any) of those descriptions were correct, I have no idea...
