nengo appears to be Keio 3 August.

 

Moritake is plausible, but cannot find any record of a Shinshinto smith by that name. Could it also be 友盛 tomomori?

Yes, mei says Moritake.

 

Mei : 山城介盛武 (Yamashiro-no-suke MORITAKE.)

Date: 慶應三年八月日 (8th month of Keiō 3  (1867) )

Rikuzen provine.

This Shinto guy exists in the Meikan, around Kanbun they say, but the Toko Soran is more open regarding date.
