Type 95 NCO Swords with Hamon?

Not "likely" no hamon...definitely no hamon. Just about all hardened steels need to be tempered or they will be brittle. Even oil quenched to some degree I bet.

That's a strange tassel they have with it, too.

I think that's meant to be the "tie" for the sword bag

Although, I've seen those "ties" added to swords as psuedo tassels before.

Maybe it's just the picture quality, but the habaki looks silvery as opposed to brass. 108,XXX serial number should be Suya.
