Officer Sword Scabbard Translation

Hello,

Purchased this sword with what I believe is a person's name marked on the scabbard. Any help with the translation will be greatly appreciated.

While I can't translate it. It seems to have several numerals. Perhaps the soldiers unit or similar info.
Just speculation.

Yes, it's a person's name,"Watanabe/Watabe(family name) Kiyosaburo" .渡邊喜代三郎
