These appear to be old tokubetsu kicho ninteisho and the attribution is to Ko-Mino.

Thanks for the correction Mark, I didn't look closely enough. Indeed, kōshu tokubetsu kichō (甲種特別貴重).

i think they are a plus over Tokubetsu Kicho  better respected
