Though you might already know the answer, the mei reads as follows.

 

Mei: 一刀齊 安綱 (Ittosai Yasutsuna)

Date: 二千六百年 = 2600th (Imperial) year = 1940

 

The smith was one of WWII Seki smiths. His name and oshigata appear in the following list.
