OK - looked this maker up in, 'Studies in Kyo Goto', 1988 and according to them there were no known examples of Kanjo's work at time of publication therefore no mei to reference.  Listed also in Haynes - 02638 - but no references to signed examples.  Apparently, he married the third daughter of Goto Tokujo, fifth mainline Shirobei master and that he also became the adopted son of Goto Kenjo, seventh Shirobei master who was Tokujo's son 

so his work would by association have to be high end.  To me this tsuba does not reflect 'Goto' craftsmanship so most likely gimei/later work.
