I think that a modern horimono would not be looked on favourable. A poor horimono is certainly a detractor. Juyo shinsa has been tougher in the last few years. Quote

Juyoto should be premier examples for the age/school/smith, so a blade that has a modification like a horimono that takes away from the originality would be seen as a negative... but they would probably make exceptions, depending on the importance of the piece and other factors.
