That would be the one.

 

Rather than its old green Tokubetsu Kicho papers, I decided to see if the current NBTHK could specifically attribute it to Hayashi Matahei (punch mark pattern is his).

It is better iron and more elegant than some of his works, and it would be interesting if they gave it to anyone else.

Was the package shipped directly to the NBTHK, or an acting agent? And was there an accompanied invoice stating that the items were to be sent for evaluation by the NBTHK then to be returned back to the US after the service was finished? As far as your Kantei skills go, I really have no opinion as I have never seen you truly tested, one day attend my lecture at Chicago or San Francisco and I will hold a session like what i do for the local guys or like what i do for Chicago show at times. I assume that you are a member of the NBTHK, therefore I am willing to try to help you in this situation.

Just in late on this. I know through my dealings with the 3 major dealers I work with and the subsequent smaller dealers, that they ask specifically NOT to mail items to their business address as the Customs are watching and will target these sorts of stores. I have either a private address of one of these dealers or use a friends who is not attached to anything and can drop it into the store for me. Coming out never seems to be an issue.

 

I have yet to have an issue though I know it exists.

 

And I would argue that Hozon is VERY relevant to fittings. Just as it is to swords.

After much ado, the package is back.

 

Rich, it was sent to the private address of one of the dealers you use.

Sent Express Mail Envelope.

The correct harmonized tariff codes were used.

The descriptions were correct.

There were prior NBTHK papers inside, as well as a signed and dated letter inside stating to be submitted to the NBTHK museum for inspection and then returned to me.

Package was opened and the papers inspected.

 

No obvious "well there you go" flags.

One customs official was kind enough to apologize and intervene, though it was not his office holding the package. Unfortunately, he was unable to get the Tokyo official in the other office to change his formal stance.

 

Your mileage may vary.

Someone else could send it the exact same way I did, and get through next time.

 

Though I was warned by a Customs Official that Japan Post Service was now looking to refuse delivery of such items without "proper permits", my opinion is that I simply got an overzealous official that refused to allow delivery of the package. If anyone else has a similar experience to mine in the future, please let me (or NMB) know of it.
