I just bought this shin gunto from an individual. I believe it is traditionally made and there aren’t any stamps on the tang. Can anyone translate the maker? One side is signed, the other is blank

Kyle, mei reads:  Touto ju Minamoto Yoshiharu saku.   Touto = "Eastern Capiltal" = Tokyo.  Minamoto is like a clan name.
