Ken, in the first photo what you're seeing is a tobiyaki, an 'island' of hardening/temper.  Utsuri doesn't have a hamon.

Yeah I know, the polish is horrible  but thanks for trying. I could see what I'm told is utsuri at certain angles but in the picture it's hard to see even knowing where it was and how it looked. 

Does utsuri say anything concrete when it is present?

Koto bizen swords are known for their utsuri. Some of the most stunning utsuri I’ve seen has been on Aoe blades. 
 

I can’t quite see anything in your images unfortunately. Even in swords that are in good polish, utsuri takes a careful eye, and knowing what to look for to see. It’s even harder to capture in photos.
