Is this rust or patina ?

I’m a bit concerned about this habaki. Its a gold foiled one. The inside seem to developed this but I’m not sure its rust or just normal patina for antique Habakai .

Rust only forms on iron, it's advisable to clean the inside of a Habaki with tissue to remove accumulated gunk.

do you see the gold foil clearly? To me, it looks like a brass HABAKI that was gold-plated.

It is important to remove any oil that may have gathered inside the HABAKI to prevent the build-up of Verdigris.

Yes it’s gold foiled, the top is peeled . Previous photo you can clearly see a thin layer of gold from the bottom. 

it’s delivered like this so im trying to prevent or clean it up the right way.

Base looks like typical copper that was foiled over. Yes, needs careful cleaning.
