I think this is a Fukumoto Amahide, oil quenched Showato, there is definitely a seki stamp, not 100% sure, also a possible surrender label on the saya.

Yes, "Seki Amahide saku".  Stamp is the Showa stamp.  Used by the civilian Seki Cutlery Manufacturers Association from 1935 to 1942, with most blades found in 1940-41.  Someone else can help with the sticker label.
