Translation of Inscription on tang of Wakazashi?

I inherited this sword from a USA merchant marine who travel to Asia and brought many items back from there. I believe (using limited knowledge and research) that this might be a Japanese Wakizashi.  I am hoping that someone on this forum will help identify the type of sword, origin, etc or at least translate the inscription on the tang.
