you may have already found out the numbers (2319), that was the easy part. A name - perhaps the former owner's - is written under the numbers. I think the first name is KIYOMITSU, family name starting with O- or KO-, but I can't read the second KANJI. The name is also written on the belt - easier to read if you show it vertically.

小薮清水 – Koyabu Kiyomi (reading?)

 

I am unsure about the 2nd kanji.
