It has some information on the ura [that I can't read] but the number displayed on the bow of the ship is 221 and I am wondering if it refers to a Japanese escort vessel   IJN Escort CD-221 which seems to have had an illustrious career, serving in three navies. [If indeed it is the same ship?]   http://www.combinedfleet.com/CD-221_t.htm

I can't help thinking this must have been an important memento to some sailor - but now discarded.
