Definitely not!

I have the book, and the page is not included in it, although the tsuba appears in the book.

The page might be included in a catalog (or Zufu?) of Juyo Tosogu (重要刀装具).

Koichi san -- you are correct. Here is a picture via http://www.nihonto.com of a page from the Juyo Catalog (see books):

 

 

 

The column to the right lists the information and the Juyo Tosogu rating. When the written information is limited it is often placed on the picture page as in the tsuba example as opposed to this case which includes a lengthy discussion of a sword.

Now that I have the book I mentioned in hands I can confirm that the scan you sent isn't from this book BUT it is illustrated on p44.

It was also published in the English Edition of Tôken Bijutsu, n° 45.
