Not sure what you have there. Note also that the cuts on the tassel strings are straight and not jagged. I would guess it is not from another gunto.

Does F&G have anything on it?

Nothing in Dawson and nothing in F&G, closest i've seen is the picture in this thread of an open ended leather tassel. the strap is the same 3/8 inch size though which is something but i assumed it was from something else and put together.

Were all the tassels mandated by regulation to be the same length?  A.I. tells me that they could be  longer or shorter depending on the manufacturer and period with Variations in thickness and dimensions of the tassel.

I am not aware of anyone posting regulatory specifications for them.  After doing a quick (not all inclusive) search of Nick Komiya's posts, I found one on the Army Type 94 tassel spec.  Nick's answer described it as "approximately ....".  I know we had a discussion about the Navy tassel at some point, but I haven't found that one yet.  I do remember that in spite of his stated length, we posted several tassels showing a wide variety of lengths

 

Maybe @PNSSHOGUN or @Kiipu might have a real answer for you.

 

Here's a page from the specs on the kaigunto.  Note the extremely short tassel.  Maybe the draftsman had no need to draw a real tassel for this page:
