Unique metal tassel end

Something rather peculiar on a naval tassel, there is a brass ferule(?) attaching the tassel ends to the straps. Out of curiosity I checked other tassels and they were simply tied over the straps ends, with no added parts.

 

The tassel is genuine and attached to the sword since WWII, the crown tops having come off at some point.

Hello John. Do you think that maybe the brass ferrules were part of the crowns? Maybe inside so that we usually don’t see them, but help to keep the crowns shape and to keep them from coming off?  Just thinking out loud
