I get "kyokusen bun zougan kikka kokuin tsuba" but I am not sure about that reading, and it's meaning.

 

Maybe "curved (letter? statement?) zougan chrysanthemum carved seal design tsuba.

Zogan (inlay) of curvilinear patterns with chrysanthemum seals on them
