Guys, this Wakizashi is original and has the quality of a Gendai? The certificate is ok? Whoever issued that certificate?

It is just a torokusho, noting a mumei sword. This sword has had a few polishes and kizu are evident. Look at the price. Tired mumei wakizashi. I wouldn't. John

It's not a certificate of authenticity - just a legal registration document to allow legal possession of a sword in Japan.

It is probably what it says, although it looks as if an arsenal stamp of some type was removed above the mei on the left side of the nakago - plus the forum usually doesn't comment on listings that are still running on E-bay or anywhere else .

Basically a license to posess.

It doesn't confirm any details...just describes it and allows someone to own it in Japan.
