I believe thats only for importation as they were made in Japan. Im sure quite a few never left and still needed to be registered by the owners..

Typically a showa stamped sword is not given a license in Japan, regardless of whether it is being imported or was found in someone's attic. However, sometimes a sympathetic shinsa'in will license such a sword if it is brought in my the original owner, his family, etc., and has a great deal of sentimental value. It is rare, but I have seen it happen and have talked at length about this with a good friend who is a shinsa'in for registrations in his prefecture.
