I believe this reads: Hizen no Kami Fujiwara Shigenori

 

Reference from Sesko’s A-Z Swordsmiths of Japan):

 

SHIGENORI (重則), Jōkyō (貞享, 1684-1688), Musashi – “Hizen no Kami Fujiwara Shigenori” (肥前守藤原重則),

he came originally from Mino province
