NBTHK document genuine or forged?

I am in the process of acquiring a tanto with the corresponding NBTHK certifiate.  Since I am not very experienced, is there a way to know for certain wether this certificate is real?

Yes, it's real. It is a Hozon paper - not likely to be forged.

Thanks for the info.  So am I correct to undertsand that the blade was manufacturted by Sa Yasuchika during 1864-1865 in the province of Chikuzen?

Generally, yes. 1864-1865 is a representative time period and does not reflect the smith's entire career (he worked more than two years).
