When did blades first have to be registered in Japan?

Me again,

I was looking at a blade with a torokusho allegedly from Showa 16. Were they actually issued that early before the end of the war?

I found out that it is the forerunner to an torokusho, issued by a "Cultural Property Protection Committee" in Showa 16.
