When did blades first have to be registered in Japan?

I was looking at a blade with a torokusho allegedly from Showa 16. Were they actually issued that early before the end of the war?

Torokusho registration started early 1951 as far as I'm aware

Can we see the torokusho from Showa 16? Maybe a typo or mis-translation as Showa 26 would be 1951?

I found out that it is the forerunner to an torokusho, issued by a "Cultural Property Protection Committee" in Showa 16.
