Hi, first timer on the board and appreciate some help. A Japanese work colleague kindly helped with translation, it reads via email..

Craftsman: Noshu Seishu ( meaning seishu from Gifu prefecture). 
Time of creation: October 2001 (13th year in Heisei dynasty). 

the translation is wrong???

Hello Dave, 

Welcome to the forum. Check out the thread below for a bit more color on this smith. Pronunciation should be Kiyofune, but I think its academic, as there is no record of this smith here in Japan. Seems highly likely that this smith is someone working in Taiwan or maybe China, producing swords in nihonto style.
