Bought this damaged okimono and wondering is the rider a specific person that I might be able to determine what would have been in his missing arms?

Definitely not Japanese. Probably retailed through a Hong Kong gift\tourist shop. Difficult to age precisely….. could be around 1930-1960 ish.
