I just acquired a couple of Japanese swords and need some help.  This ricasso has the Tokyo arsenal mark (with serial number) on one side and lettering on the other side that needs translation.  The backstrap has the traditional Cherry Blossom accents but also has a pair of flags.  The other sword I will show in a separate post.  Thank you for any help you can give!

The latter unfortunately.
Try and get a refund. Japanese fittings were never crude like this, avoid anything that isn't finished off nicely and smoothly.

I won't argue with anything posted so far, but I sure wish somebody would organize and present information on "real" pre-War Chinese and Manchurian swords. There HAD to be some. How do we tell the real ones from the recent attempts at fakery? And don't tell me about crudity. Lots of Chinese militaria is crude. It also seems to be the case that lots of Chinese gear was explicitly - if crudely - copied from Japanese originals.
