could you please tell me if these characters are Japanese and if so, what is the meaning?

[Bugyotsuji]

岌実号 Takami-Go, perhaps. The characters are funkily carved, with slight mistakes in them. The feeling that I get from it is that someone has created this in order to sell it, and the Mei is the artist's mark, proudly saying 'A Takami creation'. It may have been made in Japan, but probably not way back, when powder flasks were for real.
