Mei:  Naosuke.  date Showa 19 (1944) January.   

Probably Seki smith Noguchi Kenichi Naosuke, born Taisho 8 (1919) January 14 and registered as a Seki smith Showa 18 (1943) Dec 11. 

Does this have any stamps?
