Kogatana translation help

Hello:

I was considering buying this kogatana blade from Matt Bryce (StCroix blades).

Would it be possible to get a translation?

The style of writing is way beyond my ability to look it up.

Also, opinions on shoshin mei or gimei would be helpful. It looks a little "choppy" to me.

At the foot of Mt. Kinka, by the Nagara River, Fujiwara Kiyonaga

 

Not 100% sure its Kiyonaga, but maybe 90% sure. 

 

Similar signature at the link below. 

No telling if its shōshin. Many of these are homage inscriptions.
