How does one get blades and fittings papered?

I have seen lots of discussion on NBTHK certificates, I have visited the NBTHK website and generally surfed the web for answers. However, I am still unclear on the process for getting items assessed. I would be very appreciative if someone could give me a simple explanation of how someone in Canada would go about getting a blade or fittings assessed.
