Should the registration paper have a date on it ? If so where would it be. Also The blade is not in that good of shape would it be worth it for me to get it polished ?

was told this paper went with this sword can any body help with translation it’s a wakasahi can’t get that good a shot of the signature will try to take a better one . Any help would be appreciated.

Still not having any luck with finding out any info on Tomosuki or Tomonori . I think from what I’ve found it might have be made around 1690 -1715 does that sound right now
