Need help identifying this katana (type), what kind of sword is this?.

The sword is said to be made in the meiji era and supposedly a military police sword but I'm unable to find any information on this.

The sword has a real hamon and hada. There are engravings on the top of the handle, they seem to have been done by hand. The screw on the handle is stuck and I am unable to remove it. The habaki has some kanji engraved on it. I'm trying to figure out for who it was issued but any information on the sword is welcome.

It has most of the characteristics of a police sword. It was probably a traditionally made blade who's nagako was reformed and threaded to fit these mountings. It has a reverse folding guard which is unusual but not unheard of on these police swords. It also has a ray skin handle while most police swords have black leather wrapped handles.  Someone else might be able to tell you more about the engravings but they appear to be more simple than what I usually see. I think the engravings on the habaki say 九号寸二 which would probably be assembly/part numbers. 

These are just some guesses coming from a novice so take this all with a grain of salt. Hopefully someone else will jump in.

this model sword is a very ambidextrous to several areas. the only differances are the emblem or the folding guard.

-its early navy/shore patrol/naval prisons with the fawled anchor

- colonial sword, IE manchukuo with related emblem to the country

- or most lieky a early police sword as of the 5 petal sukura.

 

but there always a exeption hahahah, whats the habaki say?

 

the nihonto mounted is a nice rarity
