Help with parade sabre inscription

Thanks Steve, unusual that there are two names there. I wonder if the inscription is related to one of these gentlemen gifting the sword to the other, or both of them gifting it to another General, as was common in all world armies at the time.

That Abe Nobuyuki did not have the title of Count.

 

I found that Marquis Asano Nagakoto's younger brother was adapted into Abe family and became Count Abe Masatake.
