Looks like a quotation, letter or declaration...Carefully mounted, I'm guessing 19th C.

 

Black ink on silk.

 

                         Aesthetically pleasing overall.

 

 

Any comments much appreciated, O Japanese language scholars...

 

 

If turns out to be Chinese, pardon par avance...

Looks very interesting. I have no idea what it says. Well, I can pick out the word 三月 (March) and other bits and pieces (議, 道, and the odd hiragana here and there), but nothing that helps me figure out what it says in its entirety. Its almost as if the first section (on the right) is setting up the following sections, which are arranged more like a poem. Maybe a letter, or an explanation of a poem?

Hi,

 

 A waka poem of this scroll is Taira-no Tadamori's waka poem. 平忠盛(1096-1153).
 
播磨守に侍りけるとき、三月ばかりに、舟よりのぼり侍りけるに、津の国に山路といふところに、
参議為通朝臣、塩湯浴みて侍る、と聞きてつかはしける。平忠盛朝臣
 
Poem:
ながゐすな都の花も咲きぬらん我もなにゆゑいそぐ舟出ぞ
