Hi Robert,

 

Actually, only Nihonto submitted to Shinsa can be counted for this query. Whether you have green, bright green, white or blue, there is a window of opportunity in resubmitting. In fact it is a good idea, especially on mumei blades. Also, if a collector or dealer buys your sword, they may get a better result.

Not sure what your point is Tom, as the window to get free shinsa for green papered blades is long past shut.  

To  answer Chris S. about whether the attributions were all the same, no often there were two different attributions, and the one on the green papers was better....

Yes, that is my understanding.  Due to the widespread recognition of the unreliability of the green papers (not all are wrong, just enough to besmirch the group), the NBTHK had an amnesty period in which green papered blades could be resubmitted for free shinsa to repaper them.  This, of course, was not very practical, especially for American collectors, so only some fraction of collectors availed themselves of the offer.  I suspect that on the whole, green papered blades that have been in the US for several decades have a higher percentage of correct attributions than do those that have always been in Japan, since resubmitting was much easier for Japanese collectors.  But that is just speculation.
