Help with mei translation on WW2 officer sword

My father received an Japanese officer sword in 1945 while serving in the US Navy in Otaru.

 

We are trying to research it so that we may return it to Japanese relatives.

I am attaching a photo of the mei on the nakago. I have identified as made by the swordsmith with artname of Toshitsugu.

Can anyone verify?

If so, can they send more info on him?

No way, forget it this topic has been already raised several time and the reasonable answer is "No way to send it back to the previous owner"
