於東都大宮八幡宮?

Oite Touto Ohmiya Hachimangu ?

(At Ohmiya Hachiman Shrine in Tokyo)

 

I cannot identify the last (9th) character, but it could be Minamoto (源). It seems that the name after that was lost.

And, I am not sure, but the tanto seems to be a repro using a broken tip of a katana to me.
