Mei Translation?

So I am starting to learn that translating Mei is going to take quite a bit of practice. I’ve looked over multiple websites trying to translate this with no luck. Any ideas? Supposedly a WWII bring back. Came across on the bay and decided to try to figure out the Mei and I can even get close. Discouraging as these seem fairly distinct.

Jason , forget about websites and buy a couple of books .With John Yumoto' s book you could read this easily.
