Is that a family name or actual person? I'm researching now. Maybe Katsu family?

I think I have narrowed it down to the Katsu family crest. In the samurai revolution it lists (Rintaro) Katsu Kaishu wearing this exact Mon and also I have found his standard flag with exact same symbol. So I guess he is somewhat of a high ranking official/family?
